Program
The "Portugal Sou Eu" Program is an initiative of the Ministry of Economy, approved by Resolution of the Council of Ministers 56/2011, and aimed at national SMEs and citizens in general.
The "Portugal Sou Eu" (Portugal is Me) Program aims to boost and enhance national products with significant national incorporation, i.e. national added value and the promotion of informed consumption, through an active and identifiable brand of national production.
The "Portugal Sou Eu" Program seeks to stimulate national production and encourage informed consumption of products and services, with the fundamental contribution of participating establishments, which actively contribute to adding value to the national economy and generating employment.
(i) Consumers: Promoting "Portugal Sou Eu" among consumers, with a special focus on young people, through communication and information campaigns that enable consumers to recognize the "Portugal Sou Eu Seal" as an unequivocal way of identifying the national origin of products and services, enabling informed choice and consumption and sustainable loyalty to the Portugal brand;
(ii) with companies: Promoting "Portugal Sou Eu" among national entrepreneurs, especially SMEs, and raising awareness of the competitive advantage that the brand represents, encouraging the uptake and qualification of products and services and maximizing the range of products and services that can be certified and cooperation between member companies through the Portugal Sou Eu Business Network;
(iii) with institutions and institutional buyers: Promoting platforms that help to bring supply and demand together and encourage interaction between national companies, especially SMEs, in order to foster the establishment of integrated supply chains to meet the needs of the national market;
(iv) Strategic partnerships that stimulate existing networks and opportunities: Signing strategic cooperation protocols with entities of recognized merit in their respective areas of activity, with prestigious brands already rooted in national society and easily recognized by the consumer, or with networks of associates widely disseminated throughout the country and with a wide reach, in order to speed up the leverage of the "Portugal Sou Eu" brand and foster mutual synergies.

Objectives
The main objective of the "Portugal Sou Eu" Program is to ensure the involvement of the whole of civil society in the aim of raising awareness of the Program, encouraging informed consumption and promoting the dynamization and enhancement of the supply of products with a high level of national incorporation, as a way of increasing competitiveness and job creation in Portuguese companies, particularly SMEs.
In one of the studies carried out for the Portugal Sou Eu Program by Ernst & Young | Augusto Mateus e Associados, a shock scenario was simulated which consisted of consumers between the ages of 25 and 64 replacing imported products with domestic products, worth €10 and €20 per month respectively. This was the result:

Strategic objective
The "Portugal Sou Eu" Program is strongly and concertedly committed to a strategy that will simultaneously increase the competitiveness of Portuguese companies and encourage greater incorporation of added value in national production.
Its aim is to strengthen the development of Portuguese companies by enhancing the national offer, based on an innovative collective strategy, capable of acting as distinctive arguments for economic recovery and promoting the competitiveness of the economic fabric. It seeks to increase national production by boosting the domestic market, while also helping to create the conditions for increasing the number of companies with the potential to export.
1) Stimulate the competitiveness of national companies;
2. Encourage production with increased incorporation of value in Portugal, contributing to the revitalization of the national productive fabric;
3. Encourage a change in consumer and company attitudes by recognizing the values associated with the national origin of products;
4. Boosting demand for the goods and services that most contribute to creating value in Portugal, particularly in terms of job creation and national wealth;
5. Ensure coordination and coherence between public and private actions that fall within these objectives.
Operational Objectives
a) To increase the dissemination and awareness of the "Portugal Sou Eu" brand and create conditions that allow consumers to make an informed choice, fostering the importance attributed by the Portuguese to the consumption of goods and services originating in Portugal;
b) Enhance the value of the national offer and highlight its differentiating characteristics as a competitive asset and a factor in affirming the country's identity and excellence, as well as stimulating a change in the attitude of consumers and companies, with a view to recognizing and valuing the national incorporation of national products and services;
c) Boost demand for the products and services that most contribute to value creation in Portugal, contributing to a sustainable recovery in economic growth;
d) Stimulate the national production of goods and services with increased incorporation of value, as a way of increasing the competitiveness of national companies, especially SMEs, and job creation;
e) To exploit synergies resulting from companies coming together and establishing supply chains.
Who it's aimed at
The "Portugal Sou Eu" Programme is aimed at all Portuguese people, with the aim of mobilizing the country towards the goal of economic growth, and seeks the active and committed involvement of the whole of civil society. The Program is structured around the role and contributions that each recipient can make.
The Portugal Sou Eu Program is aimed at consumers, companies, institutions and collective business entities, which must be seen as an integral and central part of the strategy to be pursued:
- Final Consumers, by raising their awareness through information and promotion campaigns on identifying the origin of products and services, in order to encourage informed choice and sustainable consumer loyalty;
- SMEs in the primary, secondary, retail and catering sectors, developing the advantages and benefits of joining the Portugal Sou Eu network of companies;
- Large companies and large retailers and institutional buyers, raising their awareness of the need to promote platforms for mixing supply and demand, with a view to boosting interaction and bringing them closer to national SMEs..
How to participate
Any person or entity can join the "Portugal Sou Eu" Program, becoming aware of the importance that valuing national production represents for economic sustainability and job creation in our country, and helping to share and affirm these values in their daily lives.
There are many ways to participate:
- as citizens, by registering on the portal, joining in publicizing the initiative and mobilizing their personal and professional networks for this cause;
- as consumers, making conscious choices about their consumption, in the knowledge of the positive impact that purchasing products and services with the Portugal Sou Eu label has on the national economy;
- as companies, associating themselves with the dissemination of the initiative, promoting its values to employees and customers, and developing activities that contribute to recognizing and encouraging the national value of our productive system;
- as companies adhering to the Portugal Sou Eu qualification, confirming the incorporation of national value in their production chain, and enjoying a distinctive seal that attests to the national identity of their products with customers and suppliers.
Program Management
The Management Body is responsible for implementing, monitoring and evaluating the specific initiatives to be developed under the Portugal Sou Eu Program, as well as liaising with other entities that collaborate in the implementation of actions and initiatives that promote the program's objectives.
The Management Body is made up of AEP, AIP, CAP and IAPMEI.
These entities together with AHRESP, APED and CCP make up the General Council of the Portugal Sou Eu Program.








Strategic Council
The Strategic Council has a guiding and advisory role in the Program, and is responsible for defining the broad lines of intervention, the objectives and targets to be achieved, as well as proposing concrete actions and initiatives to achieve them.
